[Mono-dev] [PATCH] [Windows] eglib changes for Windows.

Please review the attached diff file and let me know if it is OK to
commit.  It is fixes for a couple of build errors, and bugs with eglib
on Windows.

I am not very confident of my implementation of g_get_charset but it
does work for what I need it to do.  Any suggestions on how to make
this right is appreciated.
