[Mono-dev] ResourceWriter changes to write 2.0 resources

Hi,

I was working on missing 2.0 functionality support for corlib
System.Resources stuff, and it somehow works. However this
changes ResourceWriter behavior to write resources in 2.0
format. So I'd like to ask you guys in prior if this change
could raise issues (like, some of our tool foobar do not support
2.0 format).

Looks like ResourceReader has already supported 2.0 resources
(partly), so things which depend on it would work though.

I'm attaching my current patch in case you want to try what will
happen.
