MonoDevelop has a built in stetic designer, and there is still a tool
called Glade (http://glade.gnome.org/). I also recall a tool named
Gazpacho (http://gazpacho.sicem.biz/).
Both tools are GTK designers, so the created XML file can be used in
C, C++ and C#.

I think these tools are good enough. The only thing that might be
useful is a tool like Linguist.
