D'oh ... I figured out a workaround myself.  Instead of the server name,
I used its IP4 address, and that made OpenTF happy.

If I'm going to promote this for others to use at work (because I think
it may be even better than tf.exe), I don't want to have to tell folks
to do a ping first, to figure out the IP address to use.  If anyone
knows of a better answer, I'm still interested.
