"A working cygwin (http://www.cygwin.com/) setup!" implied being able to
build mono under cygwin. I'll update the document to make this clearer.

You must be able to build mono under cygwin before attempting to compile
it with VS.NET.

You may want to look at the list archive as some people have "reduced"
this requirement. However you'll still need cygwin (and mono building on
it) for other tasks (like building the class libraries, testing the
runtime).
