[Mono-dev] [PATCH] Minor XmlSchema fixes for zero-length TargetNamespace

Hi,

The attached patch fixes two minor compatibility issues in
System.Xml.XmlSchema when dealing with a zero-length TargetNamespace.

Should I move the check for zero-length TargetNamespace to
XmlSchemaUtil.CheckAnyUri instead, or is it ok to commit this patch as
is ?
