[Mono-dev] Bug in System.Configuration

System.Configuration has a bug in processing <remove> tag, while 
deserializaing this element it creates configuration element of the same
type 
as <add> and fails because remove doesnt have required properties.

Please look at attached patch that fixes this bug.
