[Mono-dev] Mono Windows Installer

Until a Win32 installer for Mono 1.1.9 is available for download, can the download page be updated to download version 1.1.8 instead of 1.1.8.3.
 
1.1.8.3 is badly broken on Windows.  Exceptions do not work.
 
Even better, 1.1.6 since this was the last version that let mono run on cygwin out-of-the-box.
