[Mono-dev] DataColumn Expression Substring function

Hello,

 

The DataColumn Expression Substring function parameters should be
integers and if the value is larger or smaller an overflow exception
should be thrown.

The attached patch contains the fix and relevant test.

 

Please review and object or I'll commit.
