Looks fantastic.   Please go ahead with the commit.

As you noticed the C# bits are still being used, we did not want to
switch to depending on libgdiplus unless we had time.  If you contribute
all the missing bits to transition the encoders/decoders to C, we could
switch the C# side to this as well.
