Howdy,

Attached is a patch that adds support for jpeg and tiff image loading to 
libgdiplus.  I'll get around to the other formats tomorrow-ish, 
probably...  Let me know if this is okay to commit!

I haven't yet looked at the C# side of things for S.Drawing, to write 
these bits in instead of the hardcoded loaders there.
