  We have made good experiences with our "PHP & Friends @ LinuxTag" [1] [2]
  events over the last years.

  With LinuxTag you get the the best of both worlds: you have access to
  rooms suited for hacking on your project as well as seminar rooms for
  talks and workshops aimed at the users.
