[Mono-devel-list] Patch to scripts for cygwin

A "make install" under mono on cygwin installs the wrapper scripts for mcs
et al but these do not work because everything is compiled -mno-cygwin so
does not cope with cygwin paths. Here is a patch that makes the wrapper
scripts work under cygwin too. If there are no problems with this I will
commit it.
