Honestly, what does a person's English skill matter in the least?

We live in a multi-cultural world, and I have no doubt he speaks better
English than you speak French. At least he took the time to send the message
in English instead of French, which he most likely speaks fluently.

Personally, I wouldn’t care if he barely spoke English. The guy is
interested in taking on a pretty heavy piece of Mono for a 3 month todo type
item.

Now, with regards to the project, here is my best guess.

I recommend checking out the link the cesar passed on, as it does contain
pretty detailed thesis style projects. I am also pretty sure that if you
needed to get a grade for the work, that someone in the Mono team could
provide that for you.
