[Mono-devel-list] Adding a new Namespace || ObjectSpaces

What's the procedure to adding a new namespace?  ObjectSpaces requires
System.Data.SqlXml in `mcs/class`.  As I have CVS access to do it, do I
just go ahead?  Or is there a request proposal system (something of the
sort)?
