That's the problem. I don't understand how they're generated, what the
semantics and implications are, and how stable they are. How do I ensure that
the resource ID for Resource.Layout.Foo (compiled as a `const` into the library
project) doesn't suddenly change values when merged into the application
project? (If the value changes, then the reference in the library is now
invalid, resulting in a broken app.  Oops!)
