Seems the problem is really that my icons where in a sub folder in the project.
I moved them to the top level of the project and iTunes accepted the app.

The info.plist had what seemed to be the correct path "Art/icon.png" but for
some reason would not process it... Even though it worked the last time I
submitted the app. Although, the previous submission was done using the old web
site upload not the new Application Loader???
