We had IPv6 support disabled in windows because Cygwin does not have several
WinSock2 functions needed.

We have asked QA to start building packages using VS instead of cygwin to avoid
this problem. Changing the subject of the bug and passing it over to them.

In the meantime, use IPv4 when setting up the sockets.
