I think I am experiencing something similar.  I have code in a large
application that will not go into the callback for an HttpWebRequest object,
yet a small application works fine using the, functionally, exact same code. 
Debug.Writeline does not occur in the large application, but does in the small
one if placed as the first line of the callback function.
