We need to detect if the user is targeting a version of Mono to debug on that
we don't support, like Mono 2.6.3.  Currently, it just hangs the launched Mono
window and Visual Studio.

Repro:
- Install Mono 2.6.3 for Windows.
- Create tiny winforms app.
- Set BP.
- Debug local on Mono 2.6.3.
- Mono launches a terminal window and spins at 100%.
