Visual Studio will only load and run a program in Linux if its satelitte
assemblies are created as subdirectories of the solution directory. This is not
a program for new development, but in existing software assemblies are often
all over the disk so someone needs to rebuild their entire solution around your
products limitations.

1.load a program with sub assembulies located in a directory that is not a sub
directory of the solution directory
