The gendarme solution created for MonoDevelop (and VS I guess) can not be built
because of missing files and references.

Mono.Cecil project needs to be removed from the solution and replaced by a
reference to the Cecil Assembly.
New files in Framework.Rocks have to be added to the Framework project.

Then it compiles

Steps to Reproduce:
1. Open the solution
2. Build
Actual Results:  
IsRef is not defined for Mono.Cecil.ParameterDefinition

Expected Results:  
A correct build result
