I have tried turning on all exceptions through Debug > Exceptions... and
checking the top level box for CLR exceptions.  The same dialog occurs.  After
clicking OK on that dialog, another dialog is displayed, but I don't think it
will be useful.  I've attached it.

The process does not start, nor stop debugging after this error occurs.
