provide empty definition of AI_ADDRCONFIG

Some older versions of glibc include IPv6 support but don't include a
definition for the getaddrinfo AI_ADDRCONFIG flag.

Noticed this as a compile problem on RedHat 7.3.

Reproducible: Always
