This is pretty confusing. This started as a VBC bug, then asp.net then a
winform/libgdiplus issue. Please open separate bug report for each issues.

Basic rule: The Mono and libgdiplus versions MUST match (e.g. 2.6) or you could
run into hard to diagnose problems.

Now I don't think DISPLAY=":0.0" is something that will work for a remote X
session. Are you able to start other X based graphical applications from your
terminal ? 

In any case X must be configured correctly - if not then libgdiplus won't be
able to open a display and no winform application will be able to execute.
