Fixed in r141406.

BTW there is a prototype windows forms designer code here:

and some docs about design-time and the status here:

I will attach SVN HEAD System.Design.dll which you can replace your current one
in /usr/lib/mono/gac/ in case you don't want to compile from SVN HEAD.
