Chris, try using:

'MonoIOMAP <alias> all'

instead of MonoSetEnv if you're using mod_mono 2.4 onwards. This directive
(unlike MONO_IOMAP alone) does its magic also in mod_mono (css files are
handled by apache and sendfile(2) in your case). If it doesn't work, please
reopen.
