Perhaps MONO_STRICT_MS_COMPLIANT would be a better name? That way we can use it
in other (non-XML) parts as well.
People that want MS compliant behavior in Sys.Xml will/may expect others parts
of Mono to play nice as well.

Have you also filed a bug against MS, or should I?
