Patch that enables buggy MS compliance if env. variable is set

The buggy MS behaviour is enabled if MONO_XML_BUGGY_MS_COMPLIANT is set to
"yes". 

There where already some
#if BUGGY_MS_COMPLIANT
in this namespace. I converted these as well. My idea is that in the future all
discrepancies between mono and .net can be wrapped in this construction.

I've written a description of this to the doc for the System.Xml.Schema
namespace in monodoc. However, I get "Error: Monodoc encountered a failure when
requesting a password for your e-mail address. Try again later". Will try
later.
