Patch for bugs 517415/491858

Includes proposed fixed for Mono Generic Dictionary, List and HashSet. The
fixes have not been widely tested, but work well for our in-house needs. The
additional tests in this pass with the Microsoft .Net implementation (tested on
Net 2.0).
