Updated patch

The attached patch modifies SqlCommandBuilder to use the base implementation
(from DbCommandBuilder) where applicable, and ports some compatibility fixes
from SqlCommandBuilder to DbCommandBuilder.

With this patch applied, all provider/connected tests for SqlCommandBuilder
still pass.

Christian, if you can build Mono from sources then it would be great if you
could apply this patch and check if it fixes your problem(s).
