We (Thomas and I) did test publishing mojo using VS itself and it fails to
pre-compile mojo.  So, the failure to pre-compile mojoportal seems like it's an
actual mojo bug but still, the app runs fine on .NET if not pre-compiled so we
should be able to package it that way too.
