We ran into a testing issue where mojoportal won't precompile, which leads to
us failing on it.

If it fails to precompile, I can make it go ahead and try without precompiling,
but I do not remember why we are forcing precompiling.  I remember we needed it
for something.

So, why are we precompiling, and what are the implications if I allow it to run
uncompiled in the event precompiling fails?
