Your point on [Serializable] does not really make sense as it has nothing to do
with XML serialization. Note that Hashtable, the best clear case for prohibited
IDictionary, is also marked as [Serializable].

Though I'm not any fan of xml serializer and it is not any kind of standardized
design or specification like other sys.xml parts, a more flexible serializer
patch may be acceptable. *Regardless* of my comments, there is no point of
avoiding posting your patch. Your patch will never be applied if you don't post
it.
