Thanks Carlos, the tab behavior is a lot better!  Unfortunately, however, the
toolbar only seems to occasionally get keyboard focus when it is opened (for
me, at least).  Also, I can't seem to use the keyboard anymore to return focus
to any part of the toolbar.  I have to click in the "Page" NumericUpDown and
then press the Tab key to navigate through the items.  Once I am navigating
through the items, everything works fine.
