The current directory is where mono is the one you're in when you run mono...
And you are running mono from H:\ProgramData\Microsoft\Windows\Start
Menu\Programs\Mono 2.2.

If you want to get the output you expect:
1) d:
2) cd \Program Files\TDMaker
3) "H:\ProgramData\Microsoft\Windows\Start Menu\Programs\Mono 2.2\mono" --debug
TDMaker.exe
