Steps to reproduce:
 - http://www.microsoft.com/beta/downloads/Default.aspx

Expected results:
 - user should see the light blue background consistently through the whole
page.
 - 

Actual results:
 - background is mostly white, except on the edges 
 - also, the link at the very top right are missing.
