Marek or Rodrigo, you could have a look at my last comment?

Would it be possible to have that customer check what makes my (updated) repro
in gert/standalone/bug405574 different from their use of System.Configuration?

I'd really like to get to the bottom of this, and add a regression test for it.

Our current implementation is not correct - as it breaks standalone test t46
and blocks bug #409300 - but I don't want to try fixing it without a way to
verify that I'm not breaking that customer's app.
