Marek, I thought the customer application wanted exactly the behavior without
the kludge. 

Quoting Rodrido:

ConfigurationManager.OpenExeConfiguration("") returns a path to the calling
assembly shadow copy. With your patch is returns web.config"

So they actually want ConfigurationManager.OpenExeConfiguration("") to return a
path to the calling assembly's shadow copy.

With my patch it would actually return the absolute path to web.config, same as
what your "kludge" introduces.
