Hi Gert,

The information I have might not be very helpful, but it could be obvious to
you.

It happens inside an webapp, and what happens is that without your patch
ConfigurationManager.OpenExeConfiguration("") returns a path to the calling
assembly shadow copy. With your patch is returns web.config.

This happens when a custom IConfigurationSectionHandler is used.
