This bug also shows itself in MonoDevelop, with the CBinding's tag parsing
mechanism.  It appears to be unfixed as of r100015. I'm attaching the output of
`mono --wapi=hps`

Steps to reproduce with MD:
1. Checkout and build MD HEAD with the core profile.
2. Create a large C++ project.
3. Turn on system tag parsing and local variable parsing in the C/C++
preferences.
4. Mono will eventually run out of thread and/or process handles.
