I get identical results and, if I'm reading this right, we're expecting a 4bits
version on the second icon.

>From other tests I'm not convinced Icon.Clone always has this behavior - the
real logic seems much weirder that this (and may depends on the actual
control).

Anyway this is only a cosmetic issue so I'm downgrading this to Minor.
