I just created the required .ico and .gif files and tried resgen, it works fine
here. 

$ resgen2 bug-334489_GeneralResources.resx 
Read in 15 resources from
'/home/radical/Desktop/bug-334489_GeneralResources.resx'
Writing resource file...  Done.

Which version of mono are you using?
