Hi Marek, I'm aware of quite a few differences between those two classes. I
have a very thorough test suite almost ready for VirtualPathUtility (which
already exposes a few bugs).

I plan to use the same test suite against UrlUtils as well to understand the
differences to VirtualPathUtility. With that understanding I hope to be able to
change the call sites in System.Web from UrlUtils to VirtualPathUtilities
(sometimes using internal helper methods) preserving the semantics.

But as I don't know when I will have time for this, it's fine to leave the bug
closed.
