I suspected that problems related to codepage, but ASP.NET resove this problem
in some way (think it use codepage selected in locale). Why mono can't do the
same? 

Look at this problem from my point. I have one windows machine with VS, IIS and
Mono+XSP. I'm developing project in VS and publish it in IIS directory and in
XSP directory and project works under IIS and works incorrectly under XSP on
SAME Windows installation. Looked confusing... :-)
