+Description of Problem:
+The main menu bar should draw all the way across a window. Instead, it 
+draws only to the end of the menu entries, leaving the rest of the bar at 
+background color
+

+Steps to reproduce the problem:
+1. Create a simple Windows.Forms app with a menu bar and a black 
+background.
+2. Run it. 
+3. See the Black to the Right of the Menu Choices.
+
+Actual Results: Black to the right of the Menu Choices
+
+
+Expected Results: Menu bar all the way across the window.
+
+
