Have you tried the stand-alone Gtk# installer ? It's available at
http://download.xamarin.com/GTKforWindows/Windows/gtk-sharp-2.12.21.msi
It's on the Mono download page, but in the "Previous stable version" section.
I'm pretty sure this one installs the assemblies in the GAC, so they
should be easier to find.
