This is just a deployment problem. I can't find any setup project in Mono
or Gtk#, so I don't know where to start.
For clarification, when Mono 3.2.3 and Gtk-sharp-2 is installed in Windows,
libgtk-win32-2.0-0.dll is added to Mono\bin folder.
For Gtk-sharp-3 (no setup available for now), you need to install gtk3+
libraries, then copy libgtk-3-0.dll from gtk3+\bin folder to Mono\bin
folder. Just rename libgtk-3-0.dll to libgtk-win32-3.0-0.dll and you are
done.
