there is something called Culture thingy in .NET so I think it is, ill
have to look into this as well for a game im writing.

Yes a Hello World section is good.
Maybe a better aproach is to keep things simple, like making an example
on how to do I18N and L10N and only show simple code.
Another example could be how to make an About gnome dialog.
Programmers tend to be able to put these pieces together.
Anyways samples should be provided of full fledge software like a game
or an email client.
