I tried the cvs admin -kb, and even a complete remove/add -kb, and cvs diff kept cranking out the entire 652K file in the diff output.  I agree that I would like to keep it in CVS for now, but I don't want to produce that kind of traffic on mono-patches since the xml is still fairly dynamic.  If anyone else has any better ideas, I'm all ears.
